It depends a bit on what exactly you're interested in. Here are a few general tips that come to mind:
Historic military vehicle meetings where you'll find NVA equipment are in Finowfurt, Jüterbog and Pütnitz to name a few places. Those three are between April and June.
The fall meeting at the Augustusburg is a good opportunity to see motorcycles from East Germany, Czechoslovakia, Poland etc. from active riders and in the museum itself. Around that time is the Veterama in Mannheim, a very large open-air fair for anyone interested in the sale and trade of sometimes dubious spare parts and other stuff pertaining to old cars and motorcycles, mostly from the western hemisphere.
These are a mere scratch on the surface of an almost unfathomable number of meetings and events open to the public in Germany that are centered around oldtimers that mostly happen throughout the warmer part of the year. There are of course events that cater more to the wonderful world of Iron Curtain motoring and two stroke socialism than others. If that's what you're looking for then you really don't need to look much further than the former GDR. There are plenty of oldtimer events in the west and in the south, but they often have next to nothing as far as East German stuff goes.
